Ladies and Gentlemen, 

It is a great honour to pay tribute to a distinguished jurist and a dedicated champion of our democratic constitutional order. 

Through the service he has rendered the nation, through his conduct and his demeanour, Chief Justice Raymond Zondo has earned the admiration, respect and gratitude of all South Africans.

In Plato’s Republic, Socrates says that a good judge should be ‘old and wise’.

While there are some among us who may wish to contest the emphasis on age, there can be no doubt about the value of wisdom.

Socrates says: 

“The judge should be a late learner of the nature of injustice, which they should study, not as something which is part of their own soul, but as a foreign element present in others.” 

“The judge will be one who, after a period of learning and discipline, is able to perceive the real nature of good and evil.” 

So while Plato’s ideal judge is wise, their wisdom extends beyond legal expertise.

They understand the difference between good and evil, between right and wrong.

They have a profound grasp of the nature of injustice. Yet they are able to dispense justice impartially. 

Such a judge is not easily deceived. 

In Republic, the ideal judge is, above all, incorruptible. 

Tonight, we honour a person who possesses all the virtues demanded of a judge as foretold by the ancients. 

A man of wisdom, tempered by experience. A man of unwavering principle and integrity. A man of humility and courage. 

Chief Justice Zondo has served the cause of justice over a long and illustrious career. He led the Constitutional Court at an important time in our democracy.

In the public mind, he is most associated with the Commission of Inquiry into Allegations of State Capture.

This was a task which he undertook with dignity, with fairness and with integrity.

The work of what is now known as the Zondo Commission remains integral to our efforts to rebuild our country in the wake of one of the most shameful periods in our democratic history.

The Zondo Commission was an affirmation of our constitutional order, the rule of law and the strength of our institutions.

The Commission did much more than reveal – in painstaking detail – the extent and nature of state capture. 

The Commission began to restore society’s confidence in its ability to correct mistakes and to hold those responsible for wrongdoing to account.

History will record that Chief Justice Zondo fulfilled his assigned responsibility with wisdom and diligence.

But more than that. 

History will record that Chief Justice Zondo established a standard for probity in public affairs that will serve our country for many years to come.

Beyond what is contained in the Constitution, beyond what is stated in law, beyond all the regulations and the rules, the Zondo Commission has more clearly defined the ethical underpinnings of our democratic state.

Our task now is to follow your direction.

Already, we have done much as this government to implement the recommendations of the commission. 

To ensure that our country may never again experience state capture, we have introduced and enacted legislation in critical areas such as public procurement, criminal justice, public administration and others.

The law enforcement agencies have made important progress in investigating and prosecuting alleged perpetrators and have begun to recover stolen funds.

As we continue and intensify this work, we are duty bound to entrench in all areas of public life the ethical standards that the Zondo Commission has helped to define.

During its work, many attempts were made to frustrate and derail the commission. 

For undertaking this responsibility, Chief Justice, you have had to endure a number of personal attacks. 

You have had to defend the integrity of the judiciary and our courts from opportunistic attacks by those with interests inimical to the rule of law. 

Yet you have stood firm in upholding the independence of the judiciary. 

You have stood on principle, as you have since your earliest days a young lawyer. 

Understanding, as George Orwell said, that in a time of deceit, telling the truth is a revolutionary act. 

This year marks 30 years since we attained our freedom. 

Yet, despite all we have achieved, we have much further to go before the promise of our Constitution is enjoyed equally by all South Africans. 

Many South Africans continue to live in dire poverty, without employment and without meaningful opportunities for advancement.

Communities are confronted by violence and crime. Corruption continues to erode our institutions and diminish our progress.

Three decades after the achievement of democracy, our society still bears the scars of three centuries of subjugation, dispossession and injustice.

In such circumstances, our Constitution stands not just as the supreme law of the land.

Our Constitution stands as an instrument of redress and transformation.

In striving to build a South Africa wherein all enjoy the shelter and shade of our Constitution, our judges have called upon to be activists for justice. 

They have been called upon to be champions of constitutionalism, equality and freedom.

Chief Justice Zondo, you have been all of the above. 

You have been a credit to the bench and to the office of the Chief Justice. 

We wish you the very best upon your retirement. 

The nation thanks you for your service. 

The bench, the legal fraternity and our country is all the richer for your contribution. 

We are confident that your important voice and wise counsel will not be lost to us in this new era in the life of our country.

The Presidency wishes to announce that the President has delegated the Minister of Justice and Constitutional Development of South Africa, Ms Thembi Simelane, to deliver a tribute on his behalf to Chief Justice R M M Zondo at the farewell dinner for the outgoing Chief Justice.

The President's cancelled attendance is due to an earlier reported eye infection which affected scheduled engagements earlier today.

President Ramaphosa to officiate signing of the second Presidential Health Compact

President Cyril Ramaphosa will on Thursday, 22 August 2024, preside over the signing of the second Presidential Health Compact at the Union Buildings in Pretoria.

The Presidential Health Compact is a Presidential initiative established by President Ramaphosa in 2019. 

The Presidential Health Compact is a framework of cooperation between critical sectors in South Africa that significantly influence good health outcomes. 

It has a monitoring and evaluation component where roles and responsibilities are assigned to a broad range of stakeholders to support health systems strengthening and preparation for the implementation of the National Health Insurance (NHI).

The second compact follows the 2023 Presidential Health Summit which built on the inaugural summit of 2018 and brought together Government, business, labour, civil society, health professionals, unions, service users, statutory councils, academia, and researchers to develop sustainable and inclusive solutions to challenges in the national health system.

The stakeholders involved in the Presidential Health Compact are integral to supporting the Department of Health in improving the health system.

It initially consisted of nine pillars with a 10th pillar added during last year’s summit. 

These include: development of human resources; improving access to medicine, vaccines and health products; upgrading infrastructure; private sector engagement; quality healthcare; public sector financial management improvements; governance and leadership; community engagements; information systems and pandemic preparedness.

The signatories to the health compact are:

President Ramaphosa to attend farewell dinner in honour of Chief Justice Zondo

President Cyril Ramaphosa will on Tuesday, 20 August 2024, attend a farewell dinner held in tribute to Chief Justice Raymond Zondo, who is retiring at the end of August 2024 after a distinguished judicial career spanning 27 years.

The dinner will be hosted at the Marriott Hotel, Melrose Arch in Johannesburg.

The farewell dinner will take place on the eve of a Special Ceremonial Sitting of the Constitutional Court, at which the Judiciary, the Executive, Parliament, and the legal profession will honour Chief Justice Zondo’s contributions to the justice system and the country.

President Ramaphosa appointed Justice Zondo as the Chief Justice of the Republic of South Africa in 2022.

Reflecting on the significance of this role, the President said: “The position of Chief Justice carries a great responsibility in our democracy. As the head of the Judiciary, the Chief Justice is a guardian of our Constitution and the laws adopted by the freely elected representatives of the people. 

“The Chief Justice stands as the champion of the rights of all South Africans and bears responsibility for ensuring equal access to justice.”

During his term, Chief Justice Zondo has been pivotal in advancing the transformation of the judiciary, leading the Labour Appeal Court through significant challenges, and presiding over the State Capture Commission. 

His leadership ensured that the findings and recommendations of the Commission had a lasting impact on South Africa's fight against corruption.

President Ramaphosa will pay tribute to Chief Justice Zondo during the farewell dinner, scheduled as follows:

President Ramaphosa mourns passing of Prof Muxe Nkondo

President Cyril Ramaphosa is deeply saddened by the passing of eminent scholar, academic, social policy and heritage expert Prof Muxe Nkondo who has passed away at the age of 83.

President Ramaphosa offers his deep condolences to the family, friends and associates nationally and internationally of the late Prof Nkondo who passed away in the early hours of today, Sunday, 18 August 2024.

Prof Nkondo is survived by his wife, Prof Olga Nkondo; his children, Ntsako, Muxe, Mikateko, Zava, Mbonya and Nkenyezi; grandchildren and a great grandchild.

Prof Nkondo was a former Vice-Chancellor of the University of Venda, Deputy Vice-Chancellor of the University of the North and Harvard Andrew Mellon Fellow in English.

As the chair of varied expert panels and reference groups, he made significant contributions to the development of public policy in areas from tourism, human settlements and public administration to science and technology, and arts and culture.

He lectured extensively at universities in the United States of America and served as a curriculum development and governance advisor to the University of South Africa, the University of KwaZulu-Natal, Tshwane University of Technology, Central University of Technology, and Walter Sisulu University.

Prof Nkondo served on numerous boards and associations on the African continent and elsewhere and led the conceptualisation of the Liberation Heritage Route.

President Ramaphosa said: “Prof Nkondo has left us at the end of a life distinguished by his relentless pursuit - and generation – of knowledge that has made his country, continent and the world a richer, more inclusive place.

“His ideas and their application have impacted on lives and institutions across the globe. They have also a diaspora of academics, leaders and administrators who have benefited from Prof Nkondo’s inexhaustible intellect and interest in the betterment of humanity.

“His legacy is monumental and will continue to ripple through our lives. May he rest in peace after his extraordinary, enriched and enriching life.”

President Ramaphosa to attend the 44th Ordinary SADC Summit in Zimbabwe

President Cyril Ramaphosa has this morning, 17 August 2024, arrived in Harare, in the Republic of Zimbabwe to attend the 44th Ordinary Summit of the Southern African Community (SADC) Heads of State and Government.
 
The 44th Ordinary Summit of SADC Heads of State and Government will take place today under the theme: “Promoting Innovation to unlock opportunities for sustained economic growth and development towards an Industrialised SADC”.

As South Africa commemorates the 30th Anniversary of its democracy and freedom, it will equally marks the 30th Anniversary of its membership and active participation in SADC, since it joined this regional body in August 1994.

The Summit will provide an opportunity for SADC leaders to assess and review progress made in terms of the region’s flagship integration agenda, the Regional Indicative Strategic Development Plan (RISDP) 2020-2030, which is about promoting peace and security, good governance, socio-economic development and integration in the region.
 
The President will participate in discussions on the agenda of the Summit that include the Status of Member State Contributions; Regional Food and Nutrition Security, Status of health in the region, Implementation of the SADC Industrialisation Strategy and Roadmap as well as candidatures to continental and international organisations.

The President will also sign two SADC legal instruments; the SADC Declaration on Accelerating Action to End AIDS as a Public Health Threat in the Region by 2030 as well as the Agreement Amending the SADC Protocol on Gender and Development.
 
During the Summit, the Republic of Zimbabwe will assume the Chairpersonship of SADC, taking over from the Republic of Angola, which chaired SADC since the previous Summit held in Luanda, in August 2023.  

The Summit is preceded by the SADC Council of Ministers Meeting which took place from 13-14 August 2024.  

A SADC Organ Troika Summit was also held on 16 August 2024.

President Ramaphosa is supported by the Minister of International Relations and Cooperation, Mr Ronald Lamola and the Minister of Finance, Mr Enoch Godongwana.

President Cyril Ramaphosa has appointed Minister of Defence and Military Veterans Ms Angie Motshekga to serve as Acting President today, Saturday, 17 August 2024.
 
The appointment has been made in view of the President’s Working Visit today to Harare, Zimbabwe, to participate in the 44th Ordinary Summit of Heads of State and Government of the Southern African Development Community.
